If you were in control of the minimum and maximum sentences for these crimes...?

The list is too long and the question doesn't allow for personal cirstances. For example we could say the min and max fine for careless driving is a fine of �30 to �60 but I can't afford either fine whereas a footballer on �100.000 a week ( and there's a lot of them ) would just laugh all the way out of the courtroom! so where's the justice there?
