In Maharashtra Sale of Non Agricultural land is restricted to "Local People" Is this legal? ?

The land sale is not restricted to Local people, but to Agriculturists and Farmers. If you are from, lets say, Karnatka or Delhi, you cannot buy agricultural land anywhere in India. But if you have a an agricultural qualification, you can buy anywhere. Or if you can prove that you belong to a farmer/agricultural family. It is perfectly legal.
